What is the Lara Incinerator?

On 17 February 2021, Prospect Hill International Pty Ltd (PHI) lodged an application with the Environment Protection Authority (EPA) for a licence to construct a waste-to-energy facility located at 164-200 McManus Road, Lara:

The land is approximately 158,093sqm in size and is located in an Industrial Zone. However, the proposed location of the waste-to-energy facility is only 1.2 kilometres south-west of Lara. It is less than 3 kilometers away from Lara Lake Community Pre-School and less than 4 kilometres away from Geelong Grammar School.

Under the veil of COVID-19 lockdowns, PHI claims to have conducted public advertising and consultation about the proposed facility. Unfortunately, the concerns raised by NWIIL&GG Inc President Charles Street and L. Bisenella Developments Pty Ltd (a local Lara property developer) did not stop the EPA from granting a development licence to PHI on 6 December 2023. Luckily, L. Bisenella Developments Pty Ltd were prepared and lodged two applications with the Victorian Civil and Administrative Tribunal (VCAT) on 22 December 2022. The matter is currently before VCAT and a decision will likely be handed down in early 2025.

Unfortunately, efforts made by NWIIL&GG Inc to join the VCAT proceedings as a party were unsuccessul. However, NWIIL&GG Inc President Charles Street, in his capacity as an individual resident of Lara afftected by the EPA’s decision to grant the development licence, has been invited to make a submission and presentation at the final hearing scheduled to take place in 2025. Work is underway to ensure concerns about the impact of the waste-to-energy facility on Lara locals, such as Charles Street, are heard by VCAT.
